Visa Nationals must apply for an entry clearance to enter or pass through the UK at their nearest British Diplomatic post. There are instances whereby private organisations will manage the process between you and the Entry Clearance Officer (ECO), but they cannot influence any visa application decision.
Some visa nationals may transit the United Kingdom without a visa but in some circumstances visa nationals traveling to the United Kingdom for the purpose of transiting on to another country require a direct airside transit visa or visitor in transit visa.
Non-visa national dol not need entry clearance to come to the United Kingdom for less than six months, unless it is a requirement of the immigration category under which you are entering. If you are a non-visa national coming to the United Kingdom for more than six months, you will need entry clearance.
The UKBA can refuse entry even if you have a valid entry clearance or you are a non visa national. If you are refused entry into the United Kingdom, they must explain the reasons for entry refusal and if there are any appeal rights. UKBA can also allow temporary admission to the United Kingdom with conditions - usually, not to engage in any employment.
